The primary goal for the Talent Management Specialist is to handle full-cycle recruitment and manage staffing needs throughout the agency in an effort to provide a safe, professional, and positive environment supporting growth and change. The Talent Management Specialist is tasked with expanding recruitment in various areas and maintaining adequate levels of staffing that are proficient in providing positive behavioral support. In addition, the Talent Management Specialist will design, develop, and implement measurable data and tracking systems to assess utilization and the effectiveness of the overall mission of the Staffing Department. Summary of Essential Functions: Primary contact for BHT full-cycle recruitment Cultivate and maintain relationships with external recruitment sources, including colleges, professional organizations, and online boards, to attract and recruit students, alumni, and diverse candidates Develop innovative candidate sourcing strategies to cultivate talent pipelines based on criteria Provide strategic sourcing expertise by staying abreast of industry trends, best practices, technological advancements and benchmark comparisons Design, develop and implement communication systems including Staffing forms and procedures Insure that complete and accurate authorization forms and approvals are in place before recruitment begins Design, develop and implement capability in Paycom (or other platforms) to track BHT and Contractor availability, assignments, locations, and servicing Design, develop and implement mass notification systems for Staffing Department to communicate effectively with workforce pool Review applications and credentialing Track, monitor and manage staff utilization and placement efficacy in order to mediate placement conflicts and support staff retention Manage available staff and make strategic placements in accordance with assignment requirements and related performance specifications Analyze data on internal and external staff referral sources Primary contact with staffing agency representatives to request, remove, and otherwise manage all aspects of CCTC temporary staffing needs Maintain monthly staffing projections and plan for seasonal transitions Collaborate and strategize with Directors, Team Leaders, and operational staff to plan for seasonal transitions Support culturally diverse hiring strategies Attend recruitment events, minimum monthly Attend mental health or recruitment conferences, minimum quarterly Participate in all relevant meetings: Operations, HR, Division Director, Community-Based and School-Based Team Leader meetings; other Team meetings as needed Back-up support for Staffing Coordinator as needed Qualifications Bachelor’s Degree with a concentration in human services Human Resources and/or Human Services field. Minimum of 1-2 years experience providing direct service to children in a mental health discipline or coordinating service required. Minimum of 1-3 years of recruitment experience in human services field required. Bilingual Spanish preferred and additional languages preferred. Demonstrated experience in credentialing, interviewing and hiring human resources functions Demonstrated ability to engage others cross culturally, develop open communication and create positive environments Demonstrated performance engaging professionals through recruitment and meeting hiring quotas. Strong analytical, data collection and problem solving skills, with the ability to think strategically. Must be highly organized and detail-oriented. Able to handle sensitive, confidential information with integrity and professionalism. Skill in effectively communicating, verbally and in writing, with persons at different levels of the organization to mitigate conflict and converge around achievable goals. Technical/Computer Skills: Ability to utilize technology to communicate with groups Proficient in Social Media Proficient in MS Office Suite Proficient in handling office equipment (faxes, copiers, scanners)
